A New Milestone in Malaysia’s Digital Health Journey

On 15 August 2025, the inaugural SILAB Malaysia Meeting was held under FL17 Malaysia, marking a key step in advancing healthcare standards and interoperability nationwide.

This gathering brought together public and private stakeholders—including policymakers, healthcare providers, technology vendors, and researchers—to align on governance, open standards, and a roadmap for a National Health Information Exchange (HIE).

Key achievements

  • Governance set-up: Agreed on a steering committee and four working groups (FHIR/API, Terminologies & Coding, Conformance & Testing, Policy & HIE Operations).
  • Standards alignment: Consensus to adopt HL7 FHIR–based APIs with open specifications and implementation guides tailored to Malaysia.
  • Roadmap to HIE: Drafted a phased roadmap for a national Health Information Exchange, with near-term pilots (eReferral, lab results delivery, cross-facility summary record).
  • Testing & assurance: Defined a conformance testing playbook, sandbox environments, and a registry for certified integrations.
  • Privacy & trust: Embedded privacy-by-design, consent, and security controls aligned with PDPA principles from day one.
